EUROPEAN POLICY STATEMENT (EPS)

What is the current situation of your university's international co-operation in the context of current national, international and European development?

......Dicle University is an institution, dedicated to the concept of widening international co-operation as a fundamental basis for high quality teaching, research and learning. Our university recognises that educational establishments play a vital role in the process of international understanding and co-operation. Therefore, Dicle University is dedicated to providing its students with a varied education with an international influence and is constantly striving to expand and improve its already prominent reputation for international involvement. Dicle University emphasises the importance of universities and students working together at local, regional, national and European areas. Dicle University believes that the future of Europe depends upon the ability to build together a learning society based upon the diversity of cultures and experience, and underpinned by shared values. Therefore, Dicle University always points at its willingness to work together and to make a significant contribution to the educational and cultural life. The University is making use of observations, experiences and relations of its academic staff who studied and who got doctorate degrees abroad. Since the University recognises the importance of languages in its degree programme, emphasis is placed on language learning, and therefore, opens preparatory classes. Besides, Foreign Languages Teaching Application and Research Centre arranges English, German and French Language Courses every year regularly. In the following years, the university will endeavour to increase involvement in European Curriculum Development and Thematic Networks as well as other LLP activities in order to strengthen further its co-operation with its partners. This will lead to a greater understanding of curriculum and how to adapt to the greater demand of compatibility between institutions. The University has started preparations to give students that study at the University a full transcript of their study showing their local grade, their ECTS grade and ECTS credits.

Given the strengths and weaknesses of your university's present situation, define your university's aims and priorities for 2004/2005-2006/2007 with a special focus on promoting activities in the LLP programme. Describe briefly how the EPS has been developed and how it will be implemented at your institution.

.....Our main aims and priorities for 2004-2007 are that: Dicle University is very keen on being successful in making exchange opportunities available to a wide range of students by developing programmes of study that highlight the necessity of academic and cultural integration. Dicle University will do its best for disabled students to study in better conditions. The University's European Policy Statement has been developed with the help of volunteer academic and administrative staff and has the full support of the University Senate. European Policy Statement will be published on the University Web Site and can be viewed at http://www.dicle.edu.tr All staff are encouraged to read the European Policy Statement. The EPS will be adopted as University policy by the Rectorate. Within the administrative structures of Dicle University, special departments will be created for International Relations, Public Relations and a Center for Professional Guidance having specific and pragmatic objectives, concerning the relationships with the internal, the external and the international environment. International Relations Office will follow the activities towards the European Policy Statement to prepare a report about successful-unsuccessful work. At the end of every year this report will be presented to Rectorate to evaluate it.

How will your institution ensure high quality in student and staff mobility and in Erasmus co-operation projects?

.....Dicle University will do its best to ensure proper conditions for the activities mentioned in the mobility programmes (teaching, communication, accommodation) by a continuous improvement of laboratories, learning technology and living conditions in the campus. The University will encourage its volunteer students to develop relations with foreign students coming to the University. Erasmus Pedagogy Coordinators will participate in supporting activities on all scientific areas. Dicle University will be in a close relation with city governorship and municipality to provide better conditions for foreign students and teaching staff for living in Diyarbakir. English (if necessary, also German and French) and Turkish courses will be opened for foreign students to harmonise our education and research system individually and collectively in a short time.
